(RADIATOR) robust "include"

Hello Tariq -

The best way to find out the answers to your questions is to do some 
experiments and some testing.

In general if you do not have any Client clauses in your running 
Radiator instance, then there will be no radius packet processing.

NB: have you included a copy of your configuration file (no secrets),
together with a trace 4 debug showing what is happening?
