(RADIATOR) Auth via Oracle function

Hello Andy -

There is support for bind variables in "Radius/SqlDb.pm" that is used 
by "Radius/AddressAllocatorSQL.pm".

You could easily add this support to "Radius/SessionDatabaseSQL.pm".

I will ask Mike about this as well.
