(RADIATOR) Radius -> SOAP -> Radius interface

Hi All,

We have uploaded to the patches area support for SOAP-Radius conversion.
The files provide an AuthBy SOAP module, which converts Radius requests to 
SOAP, plus a soapradius.cgi and SOAPRequest.pm for receiving SOAP requests 
and converting them back to Radius.

This SOAP interface could be useful for tunnelling Radius requests through 
firewalls, improving the reliability of Radius packets by using TCP as the 
transport, and for improving security by using HTTPS as the protocol.

Testers are welcome.
