(RADIATOR) Log only valid Login accounting

Hello Chanaka -

You will only ever receive accounting requests from valid logons. If an 
access request is rejected, no session will start and hence no 
accounting requests will be sent.

NB: have you included a copy of your configuration file (no secrets),
together with a trace 4 debug showing what is happening?
