(RADIATOR) Radius Accounting on both the rad proxy and the destination

It works now using two Handlers instead of one Realm.

One handler only processes Access-Requests (and ContinueWhileReject),
the other processes Accounting-Requests (and ContinueUntilReject).

Is it supposed to be that way ? Is that the True Way 8-) ?
