(RADIATOR) Can we delay radius dealing with "call stop"?

Hi

Sometimes "call start" packet get lost,radius receives "call stop"
before it getting the second "call start" re-sent packet.

Is it any way to guarantee radius deal with "call stop" after
dealing with "call start"?
