(RADIATOR) ClearTCP error

I definately need your help

I would like to set my Hiper ver. V4.1.11 to accept clearTcp connections.
 When I put in the command
 
 "set login user all login_service cleartcp"
 
 it returns the error "CLI - Request SET LOGIN USER  failed because item is
 not in table".
 
 What could be wrong? And what table could this be referring to?
