Hello Steve -

You would use an AuthBy INTERNAL.

# define Handler to accept everything

<Handler Called-Station-Id=/241845200[0-9]/>

        <AuthBy INTERNAL>
                DefaultResult ACCEPT
                AddToReply cisco-avpair = "ip:addr-pool=pool2"
        </AuthBy>

</Handler>

Have a look at section 6.46 in the Radiator 2.19 reference manual.
