(RADIATOR) strange problems with cisco 3810

I'm running Radiator 3.1, Perl 5.6.1 and a cisco 3810 running 12.1.11..
I have 2 other ciscos that work great (not 3810s, but they run IOS!),
but no matter what I do, I get a Bad Password (or Bad Encrypted Password
if using Encrypted-Password).. if the SAME username/password combination
is on the local router, it works fine.  There was another problem with
the "Bad Authenticator...", but that was fixed with the
IgnoreAcctSignature line.  I've included a trace 4 output of one of the
errors.  Any help would be much appreciated.  Also not sure what the
attribute 79 is, but I can probably figure that one out :)
