You would do something like this:
# define AuthBy clauses
<AuthBy SQL>
Identifier CheckSQL
.....
</AuthBy>
<AuthBy LDAP2>
Identifier CheckLDAP
.....
</AuthBy>
.....
# define Realms or Handlers
<Handler ....>
AuthByPolicy ContinueAlways
AuthBy CheckSQL
AuthBy CheckLDAP
.....
</Handler>
