(RADIATOR) Changes to patch tarball format

Hello All,

for those of you familiar with the process of downloading and installing 
patches for Radiator there are some changes to the layout of the patch 
tarball.

Previously, all the files in the tarball unpacked into the current directory, 
requiring you often to place them in their correct location in the 
distribution before installing.

In the new format the patch files are saved with their relative path names; 
you can unpack in the distribution directory, and the files will be 
automatically placed in the right locations in the distribution.

Also there are some instructions in the patches.README file showing how to 
install patches.

(this is all due to a new automated method for creating and maintinaing 
patch tarballs)

We hope this will make patching easier in the future.
