Here is what to do:

# define multiple DEFAULT users 

DEFAULT User-Name = user1,  Password = pass1
DEFAULT User-Name = pass1, Password = user1
DEFAULT User-Name = user1, Password =  user1
DEFAULT User-Name = pass1, Password = pass1

......
