(RADIATOR) "Request from unknown client" woes

I have a couple boxes running 2.17.1. (They're live, so I haven't upgraded
them).

When I run radpwtst from 192.168.5.18, I get messages on the server like:

	NOTICE: Request from unknown client 192.168.5.18: ignored

when I clearly have:

	<Client 192.168.5.21>
       
	        Secret nodeal
	        DupInterval 0
	
	        IdenticalClients 192.168.5.18

	</Client>

in the config file. I didn't trust the HUP so I restarted radiusd. I even
tried <Client DEFAULT>, but that doesn't work either. I also tried leaving
off the secret on both ends (the other end is radpwtst). No dice.

What could it be barfing about?
