ACE Server (SecurID)

I have recently installed Radiator 2.19 and trying to configure for use with RSA ACE/Server  (SecurID). When i install the ppd  (ppm install --location=. Authen-ACE4). When i do this, i get an error 'Unable to open D:\Perl\htnl/perltoc.html for writting: No such file or directory'.  If any one can help me get around this, it would be appreciated.
