Ahh.
In this case, you have a single default handler:
<Realm DEFAULT>
AuthByPolicy ContinueWhileReject
<AuthBy RADIUS>
Identifier GRIC
...
</AuthBy>
<AuthBy RADIUS>
Identifier USOnline
...
</AuthBy>
</Realm>
Something like that.
