Interesting question.
The first thing to define is "what is a holiday", and the second
thing is to decide is how you are going to store the list of
holidays. Depending on the answers to the above, you can either use a
PreAuthHook or perhaps an AuthBy SQL or an AuthBy LDAP (depending on
your database).
