(RADIATOR) Radmin with MSSQL-2000 on Windows 2000 problem

Dear All,
I have install RADmin 1.5 and Radiator 2.19 on Windows 2000 with MS-SQL
server for the RAdmin;
I have also install ActivePerl....

after I setup the IIS5.0 and I have try to go to the
http://localhost/Scripts/private/editUser.pl , the system prompt me:

....

Error

A serious error has occurred:

Sorry, you do not have permission to do that(A_USER).

Please report problems with this system to webmaster
