This is from section 3.1 in the Radiator reference manual ("doc/ref.html"):

make install
This optional command will install the Radius modules that Radiator requires
in your site-perl directory (typically /usr/local/lib/perl5/site_perl). It
will install the radius daemon ( radiusd ) and the command line password test
program ( radpwtst ), the DBM file builder ( builddbm ) and the SQL database
builder ( buildsql ) in your usual directory for local executables (typically
/usr/local/bin). If you wish (e.g. for test purposes), you can omit this
command and run your Radiator directly out of the distribution directory.

Note that many people (myself included) prefer not to do this and run the
executables from the distribution directory. This is to make upgrading (and
potentially downgrading) *much* easier.
The raddb is not built automatically because many Radiator customers do not
use it. You will find a number of tools to build an example raddb in the
"goodies" directory in the distribution.
