(RADIATOR) Syslog on 2.18.3

We're testing out the new .3, but we're having a small problem with syslog
(though its a different scenerio than before).  This time it doesn't
start.

This is the output I get:

[root at outpost2] /opt/RAD: bin/radiusd -c etc/radius.cfg

Portion of the config file, states:

<Log SYSLOG>
    Facility    NOTICE
    Trace       4
</Log>

we've tried using LogSock as well.  Has anyone else run into this problem?
