(RADAR) FWD: Radar event announcement

A few suggestions.

1. Edit preferences window : could there be an "Apply" button
   not closing the window -- on initial configuration one must
   open again Edit preferences pour all notifications.

2. Notifications : could the subject line be more explicit. The
   rationale is that users would get the important data without
   having to open the message :

	Subject: Radar event - ldap1.clb.oleane.net:7777 connected
	Subject: Radar event - ldap1.clb.oleane.net:7777 stalled
