[RADIATOR] TLS Session Resumption does not work on Windows Server 2008 R2 64-bit.

Will Radiator run under Strawberry Perl ?

I tried to use Active State Perl 5.14, but it would not let me install
Radiator as a Windows Service. It complained about a missing DLL.
