(RADIATOR) FailureBackoffTime within <AuthBy SQLRADIUS>

So, does this mean that FailureBackOffTime needs to be defined globally for 
the whole AuthBy? Or how does it handle remote's failures? Doesn't it 
maintain state for outstanding requests? (i.e. proxied Access-Requests still 
not answered by the remote)
