It is probably easiest to do this with Handlers:

# define AuthBy EMERALD

<AuthBy EMERALD>
	Identifier UseEmerald
	.....
</AuthBy>

# define Handlers

<Handler Acct-Status-Type = /Start|Stop/>
	AuthBy UseEmerald
	.....
</Handler>

<Handler Request-Type = Accounting-Request>
	<AuthBy INTERNAL>
		AcctResult ACCEPT
	</AuthBy>
</Handler>

<Handler>
	AuthBy UseEmerald
	.....
</Handler>

Note that you should not mix Realms and Handlers in the same configuration 
file.
